H31.2004 is a two part project studying and demonstrating the analytical techniques that are available to measure VOC’s at petrochemical facilities. In Phase IB the contractor reviews the existing monitoring systems and data that is available including nitrogen oxides, ozone, wind speed, wind direction, outdoor temperature, radiation, methane, and volatile organic compounds, and develops a report that answers the question, “What will it take to create a system that can pinpoint the sources of VOC emissions on the Houston Ship Channel?"
