At the time that the original TERP DFW analysis was done, the emission inventory reflected the best estimates of the DFW emissions available from TCEQ as of February 2004. TCEQ was still revising and reviewing these emissions estimates while ENVIRON was generating these estimates. TCEQ subsequently provided some comments on the emission inventory for the non-road equipment to revise the construction equipment population files to reflect new power level groupings and average life in the latest NONROAD2004 emission model. Recognizing that these latest developments on the TERP program and non-road emission modeling will change some conclusions of the project, HARC has requested ENVIRON to expand the scope of work for the project to incorporate these changes. The HGA and DFW areas must meet the 8-hour ozone standard by 2010 as required by EPA under the Clean Air Act (CAA). In addressing the 8-hour ozone standard, HARC is interested in knowing the potential on-road and non-road NOx emissions reductions in the HGA and DFW area in 2010 with the TERP, assuming that the TERP continues to fund applications after its current program end date of August 2008.
