Affected facilities in Harris County, Texas, are required to install and begin operation of continuous emission monitors on certain sources of highly reactive volatile organic compounds (HRVOCs) by the end of January 2006. The regulatory purpose of these monitors is to demonstrate compliance with both short-term emission limits and the HRVOC cap-and-trade program. In advance of the compliance dates – April 1, 2006, for the short-term limit and January 1, 2007, for the start of the first cap-and-trade compliance period – it is anticipated that affected facilities will use monitor data to identify and quantify sources of HRVOC emissions. This data is necessary for the development of site-wide compliance strategies.
ENVIRON proposes to work with a subset of affected process industry facilities in Harris County to identify and document:
- Initial findings of the HRVOC monitoring program, including sources and magnitude of emissions.
- How actual emissions, as determined by monitoring, compare with emissions reported previously.
- Changes in general awareness of potential HRVOC emissions from flares, cooling towers, process vents and equipment leaks prior to installation of monitors.
- Response strategies, including changes in maintenance programs, changes in operating practices, equipment upgrades and replacements, and investments in emission control systems.
