Kelly Frels, a senior partner of Bracewell & Giuliani LLP (Houston), served as the firm's Managing Partner from 1995 through June 2001. Through the Greater Houston Partnership's Board (GHP), he was active in the development of the Houston-Galveston-Brazoria one-hour SIP. He chaired the GHP's Environmental Advisory Committee for two years, and he was a member of the Business Coalition for Clean Air Steering Committee and the Houston-Galveston Area Council's Air Quality Consensus Group. He co-chairs the Texas Clean Air Working Group. Mr. Frels is a graduate of Texas State University and The University of Texas School of Law. In 2004-2005, he served as President of the State Bar of Texas. |
| The Honorable Ed Emmett |

The Honorable Ed Emmett was unanimously appointed County Judge by Harris County Commissioners Court on March 6, 2007. A member of the Texas House of Representatives from 1979 to 1987, Emmett served East Harris County, from Kingwood to Baytown. He was chairman of the Committee on Energy, a member of the Transportation Committee, and represented the State of Texas on numerous national committees relating to energy and transportation policy. In 1989, former President George H. W. Bush nominated Mr. Emmett as a Commissioner at the Interstate Commerce Commission. After being confirmed unanimously by the United States Senate, he served three years as Commissioner. Judge Emmett currently serves on the Advisory Board of the U.S. Merchant Marine Academy, the Board of Advisors to the Academy’s Global Maritime and Transportation School, and the University of Houston College of Technology Board of Advisors. He is also active on numerous committees of the Greater Houston Partnership. |

Jim Marston is an attorney currently as director of the Energy Program in the Texas Office of Environmental Defense and leads efforts on environmental policy in Texas. Included in his work is leading state-based efforts to reduce greenhouse gas emissions from automobiles and electric power plants. He is the former Chair of Good Neighbor Environmental Board, member of the Clean Air Force Executive Committee, Texas League of Conservation Voters, and was assistant attorney general for the State of Texas Environmental Protection Division. Mr. Marston received a J.D. from New York University as a Root-Tilden Scholar. |

Ravi Singhania, Senior Vice President of Engineering and Technical Services for BASF Corporation (retired, 37 years). He led the establishment of the manufacturing community for BASF’s NAFTA Region. He served as Chamber chair, Texas Chemical Council chair, and chair for the Brazoria County Petrochemical producers group. He also served as trustee for Brazosport College, Visiting Committee at University of Texas, Advisory Committee at Texas A&M, and Leadership Board at the University of Houston. He is was part of the founding efforts for the local Safety Town program, Project teach and Walk for habitat. He was recognized as Chamber man of the year, Distinguished Alumni at University of Houston, JA Business Hall of Fame and Historical Association's Stephen F Austin leadership award. He was elected as Port Commissioner in May of 2007, serves on the board of Junior Achievement, Rotary Club, Community Foundation, College Foundation, School Foundation, and County Tax Abatement Review Committee. He served on the TERC Advisory committee since 2004, before being nominated to TERC board of Directors. He has a Masters in Chemical Engineering from University of Illinois, and is a graduate of The Management program from Rice University. |
| Jonathan Ward, Jr, PhD |

Dr. Ward is a professor and director of the Division of Environmental Toxicology in the Department of Preventive Medicine and Community Health, as well as deputy director of the National Institute of Environmental Health Sciences Toxicology Center, at the University of Texas Medical Branch (UTMB) in Galveston. His research addresses human sensitivity to exposure to environmental carcinogens and mutagens using population bio-monitoring methods and animal studies. He also directs a community environmental health intervention project with De Madres a Madres in Houston. Dr. Ward received his Master of Science from University of Idaho and his PhD from Cornell University and was a post-doctoral fellow at Massachusetts General Hospital before coming to UTMB. |
Ronald Schultz

Ronnie Schultz is currently the Director of Environmental Health Programs at the Galveston County Health District where he oversees the environmental health programs for Galveston County. Ronnie is involved in many local, regional and state advisory committees including the Galveston County Local Emergency Planning Committee, the Regional Air Quality Planning Committee at the Houston Galveston Area Council, and the county representative on the Small Business Advisory Group of the Texas Commission on Environmental Quality. He is currently chairman of the River’s, Lake and Bayous Trash Bash Committee, the Galveston County Animal Resources Committee, and the Galveston County Environmental Coalition and Storm Water Collaborative. He is also a member of the Texas City Community Action Council on Environmental Issues. |

Judge Whitley began his career as an accountant at Ernst & Ernst. In 1983, he co-founded the accounting firm of Whitley Penn with offices in Fort Worth and Dallas. He was elected a Tarrant County Commissioner in 1996 and Tarrant County Judge in 2006. He earned a Bachelor's of Business Administration in Accounting from the University of Texas at Arlington in 1976. Judge Whitley now presides over the Commissioners Court and a county with 1.7 million residents in the heart of a metropolitan center holding more than 6 million people. Judge Whitley has served on school and hospital boards, on regional and state transportation committees and is currently a National Association of Counties board member. He is a past president of the Fort Worth Chapter of Certified Public Accountants. |

Mr. George Beatty serves as TERC's Executive Director. Prior to creating an environmental consulting firm in 2002, Mr. Beatty spent four years as President of the Greater Houston Partnership's Chamber of Commerce Division, where he focused on environmental issues that impacted the Houston-Galveston region. During that time, Mr. Beatty helped to found and co-chaired the Texas Clean Air Working Group to address air quality issues in both the Houston-Galveston and Dallas-Fort Worth areas. Mr. Beatty has extensive experience in public policy and air quality issues. |
