Strategic Plan for AQR

The Charter of the Consortium calls for the development of a Strategic Research Plan (SRP) that guides decisions on research to be supported by TERC. The Plan is to be prepared and updated in consultation with the TERC Science Advisory Committee (SAC), the Texas Commission on Environmental Quality (TCEQ), and the U.S. Environmental Protection Agency (EPA). In addition, other stakeholders are afforded the opportunity to review and offer comments on the plan.

The first version of the SRP was issued in August 2002, and the Plan has been updated, with the same opportunities for broad involvement, as understanding of air pollutant formation and air quality modeling in eastern Texas has evolved. The SRP identifies key issues, examines the related activities of other organizations, and recommends areas of focus and action for the Consortium.

The goals of the consortium are to improve the scientific understanding of air pollutant formation and to facilitate the development of sound air quality policies. The presentation of key issues and needs address the following areas:

  • Scientific issues related to air emissions, chemistry, meteorology and modeling
  • Policy issues
  • Human Exposure issues
  • Methods for assessing progress and
  • Information dissemination.

The review of the current status of air quality in east Texas and recent research findings led to the 13 recommendations in the current version of the Strategic Research Plan. The SAC uses the SRP document as a basis for developing a list of project proposals. The proposals are combined with submissions from the TCEQ and prioritized. The Houston Advanced Research Center (HARC), acting as the research management organization for TERC, takes the proposals and works with the pre-qualified research teams to develop detailed budgets and scopes of work. The results of the resulting research will be used as the basis for the next round of air quality policy decisions.
