Applications are being requested for grants to support emissions testing for the approval of an alternative diesel formulation for Texas Low Emissions Diesel fuel (TxLED). This objective may be met by such technologies as diesel fuel blends containing biodiesel and/or other diesel fuel additives. Special consideration will be given to technologies that provide multiple benefits by reducing emissions of particulates and other air pollutants.

Objectives
Projects considered under this RFGA will include emissions testing for the approval of an alternative diesel formulation for TxLED as specified in Title 30, Texas Administrative Code, Chapter 114, Subchapter H, Division 2, ยง114.315 (c). Applications for other types of projects will not be accepted under this RFGA.

For the purposes of this RFGA, the following funding conditions apply:
  1. Eligible project costs that HARC will reimburse are those costs incurred to have a qualified independent emissions testing laboratory conduct the emissions testing and associated costs for the approval of an alternative diesel fuel formulation as described under this RFGA and generate the test report, limited to a maximum amount of $250,000 per project.
  2. The applicant is responsible for providing the supply of diesel fuel and/or diesel fuel additive needed to complete the required emissions testing and the costs thereof.
This request for grant applications is part of the State of Texas' New Technology Research and Development (NTRD) program. The NTRD program provides funds for projects related to reductions of oxides of nitrogen (NOx). Projects funded by this program should advance technology that can be offered for sale in the state of Texas in less than five years after grant award.

It is expected that a single grant will be made with a maximum funding level of $250,000.
