HARC is not aware of the level of demand for new TxLED formulations.

Are funding sources available to off-set an operator's additional cost for an alternate TxLED formulation?

Answer
No.

If multiple fuels are proposed for testing under this grant, can the sequence be R-C1-C2-R or must the sequence be R-C1-R - R-C2-R where each R represents 6 hot start tests and each C represents 9 hot start tests?

Answer
All proposed testing must conform with the protocols indicated in the RFGA and must meet with final approval from the Texas Commissions on Environmental Quality.

If an alternate fuel is qualified as TxLED and shows additional emission reductions for NOx and/or PM, are there any emission credits or other incentives available to promote use of the fuel?

Answer
There are no emissions credits available.

Costs for TCEQ required procedures or analyses may be included in the grant.

Answer
Ideally, an approved lab is used that already has a suitable engine.

When more than one candidate fuel is included is it necessary to re-run the six TxLED reference fuel tests at the end of each candidate fuel and is it necessary to re-run the six TxLED reference fuel tests again at the beginning of the second candidate fuel? This would make twelve TxLED reference fuel tests between the first and second candidate fuel in addition to the six at the project beginning and the six at the project end for a total of twenty four Txled reference fuel tests.

Question
Most of the chargeable costs are incurred directly by the testing organization under subcontract to the grant applicant on a ‘per test' or other ‘service rendered' basis. Is it necessary to report labor hours and rates for the testing organization's personnel?

Answer
A scope of work and overall budget should be provided for any subcontracted work. Even if the testing is to be billed on a per test basis, the proposal should show how the per test price is derived.

Are labor costs and expenses of the grant applicant for test plan preparation, liaison with the testing organization, reporting, etc., reimbursable under the grant or are only costs of the testing organization reimbursable?

Answer
Only those expenses directly associated with the testing are eligible, except for the exclusions noted in the RFGA.
