This project will develop air emissions estimate (NOx, VOCs, etc.) from Diesel Construction Equipment (DCE) categories for nine (9) 8 hour Non-attainment counties in the Dallas/Ft. Worth area for years from 1999 up to 2012, based on new methods for estimating DCE activity data. The DCE activity data developed and used to make the emissions estimates will be based on new construction project type “profiles” of equipment usage (i.e. equipment type, horse power, age, operating hours, and fuel use). These profiles will be based on the integration of DCE activity from 1) a survey of DCE used in the area, 2) equipment use “profiles” developed from estimates of professional construction cost estimators, 3) DCE activity “profiles” based on the analysis of visual spectrum digital video images. The “profiles” will be correlated to surrogate activity data such as construction valuation (total and value added), construction project size, topography, soil type, and/or lane miles of road, miles of utility or tonnage of product (for ports, mining and landfills).
